The Siamese Government has refused to bring into Court Mandarin Plirayot, who has already been tried and acquitted \)f the assassination of a French officer, which brought about the dispute between Fiance and Siam. They allege they are afraid the French will seize and place him on board a gunboat. A deadlock has consequently occurred. June 11. M. Devillcrs, French envoy to Siam, urges France to retain Ohautoboou owiug to tho refusal of the Siamese to yield up Phrayot.
