[PEE PHBBS ASSOCIATION;] London, July 21. In tho House of Commons clauses 30 to 40 in the Home Rule Bill, dealing with police and miscellaneous provisions, were carried by majorities ranging from 26 to 35. The enforcement of the closure created a small excitement, and there were cries of 1 shame ' aud * gag ' On clause 30, five Unionists abstaiued from voting, and the majority consisted of a few llndicals and Parnellites. John Morley in the House of Commons, attacked Sir P. O'Brien, Chief Justice of Ireland, for criticising the prevalence of crime in the country. £. Carson declared Mor ley's action was cowardly, but at the instance of the Speaker, withdrew his words.
