P. and T. Restrictions Removed.
The Post and Telegraph Department has decided to remove a number of restrictions which at present apply to the posting of matter at the half-penny rate. The provision in respect to accounts that the addition of anything in the nature of a request for payment shall subject the account to letter rates of postage is cancelled. In future, additions may be made to accounts posted at the half-penny rate as follows: (1) Remarks added by hand comprising not more than five words or initials, so long as they relate solely to the subject matter; (2) remarks which refer directly to the subject matter of the form affixed by means of a “sticker” or stamp impression to which details may be added by hand. It follows that printed requests for payment which are enclosed loose with accounts are also permitted.
