RANK AND FILE WITH LEADERS A secret _ ballot among members of the Waterside Workers’ Union on the question of the policy to be followed in the dispute would be useless, and members of the union had not requested such a ballot, said the National Secretary, Mr T. Hill, and the Wellington branch secretary, Mr E. A. Napier, in a joint statement. " It would be useless to hold a secret ballot, as the National Executive is already acquainted with the opinion of the rank and file of the union,” said Mr Napier. “ All the ballot would achieve would be a further endorsement of what the executive is now doing." “ Members of the union have not requested a secret ballot,” said Mr Hill. “ Anyone knowing the organisation of the Waterside Workers’ Union would know that it is most democratic, and the rank and file participate fully in every decision.”
