ENSURING FULL PRODUCTION AUSTRALIAN EMPLOYERS’ PLAN , i . . SYDNEY, January 6. The • enforcement of. industrial 'law and wide collaboration between employers, employees, and the Government are urged in -a memorandum which, has been issued publicly by 1 the president of the Australian Council of Employers’ Federations, Mr O. D. A. Oberg. The memorandum, which puts forward; a programme for full production by Australian industry, was recently submitted to Mr. J. B. Chifley. ■lt' declares that full' production is a . prerequisite to industrial peace. - Without a rising output -by. the nation, the workers’ real standards could not be raised.' • , " The meniorandum calls for • the abandonment pf the theory of class warfare, , and ' asserts that Government interveiitioh in industry, except to the minimum-extent necessary in normal times, is a threat to industrial peace. The proposals .include an early cut in .taxation,-(severe penalties,.for breaches .of industrial law, compulsory secret ballots before'strikes, the speeding up of arbitration machinery' and incentive payments in industry; and, where practicable, work tuition, classes in factories, and regular discussions between employers and eniployees, and the outlawry’ ; of sectional strikes and unauthorised stoppages.
