SHOOTING DOWN OF AMERICAN PLANES WASHINGTON, September 10. The Under-Secretary of State, Mr J. Clayton, said that in preliminary conversations Yugoslavia officials tentatively agreed to the principle of "payment of an indemnity for lives lost in the American planes shot down last month. Mr Clayton made it clear that a conclusive agreement had- not yet been reached. He reiterated that the United States Government will not halt Unrra shipments to Yugoslavia, and he deprecated the action by longshoremen in refusing to load these ships.
