INTERNATIONAL DISCUSSION LIKELY (Rec. 8 a.m.) OSLO, September 10. The question of Japanese whaling may possibly be discussed at an international whaling conference in November, said the Minister of Trade, M. Evensen. Norway had received no advice from Washington, but M. Evensen hoped the Allied whaling nations would control the Japanese whalers. The director of whaling, protesting against General MacArthur’s decision, said the general could not know how the Japanese formerly flouted international whaling rules and treaties.
