He is Jamaicaborn Morris Cargill, who seeks Treasury backing, for £3,000,000 to establish a public utility corporation. His aim is not to make a personal profit but to develop power stations and factories as a means of abolishing the islanders’ poverty. Cargill and his partner have put in £20,000 for research preparation.
