CRUCIAL CABINET MEETING
AGREEMENT REACHED IN PRINCIPLE (Rec. 11 a.m.) LONDON, April 16. The Catholic Progressive Party • executive, after a lengthy meeting, declared it would support the projected Constitution in the Assembly and in the referendum only if certain essential conditions were fulfilled, says the Associated Press Paris correspondent. The conditions include a stronger executive, an independent judiciary, and a bicameral legislature giving authoritative representation to the French Empire. It was considered certain that the Assembly, would reject the conditions, but after a Cabinet meeting, which observers described as crucial, M. Bidault said a crisis had been avoided; and agreement had been reached in principle. The Catholic Progressive Party suffered another defeat in the Assembly later to-day. The party objected to the law for confiscation by the State of property of convicted collaborationist newspapers and printing firms. The Assembly adopted the law by .127 votes to 102. Objections to this Bill, also the Bill proposing the nationalisation of insurance companies, are factors in a weekend Government crisis.
