BELOW REQUIREMENTS IN MARCH (Rec. 8 a.m.) NEW YORK, April 14. Although 1,526,000 tons of Unrra relief shipments reached liberated countries in March ' and created a record, Mr La Guardia said that the percentage of food in the total declined 5 per cent, compared with February, and was only 41 per cent, of the requirements.
