ATTITUDE OF AMERICANS (Rec. 8 a.m.) BERLIN, March 24. The United States deputy military governor, Lieutenant-general L. M. Clay, stated that the authorities in the American zone and the American sector of Berlin would not recognise the merger' of the Social Democrat and Communist Parties unless it was certain the merger was properly agreed to by a majority of the members of the parties concerned.
