Ordinary expenditure, excluding expenses arising from the war and reconstruction, was now balanced by the receipts. The reduction of the administrative personnel was almost complete, and the reduction in military personnel was well under way. The armv on Jnne 1 would consist of 450,000 men, compared with 1,050,000 in January, and at the end of the year would be 400.000. " We have avoided inflation at all costs, and are now taming our effort* to the recovery of illicit, profits."
