SCOTLAND AND BELGIUM DRAW (Rec. 10.25 a.m.) LONDON, Jan. 23. In the international Soccer match, played on the snow-covered ground of Hampden Park, Scotland and Belgium drew, 2 all. Scotland was one goal behind with half a minute to go, but scored, the equaliser with a, penalty for a foul.
