CONTROL OF FUTURE DEVELOPMENT INTERNATIONAL COMMISSION PROPOSED LONDON, January 5. A last-minute inclusion iu the Lni ted Nations General Assembly agenda is the proposal of the United Kingdom delegation on behalf of Britain, Russia, France, America, China, and Canada' for the establishment of a commission to deal with the problem raised by the discovery of atomic energy, says the Press Association. The resolution makes specific proposals for extending among all nations an exchange of basic scientific information for peaceful ends, and for the elimination from national armaments .of atomic weapons and of all other major weapons adaptable to mass destruction. The resolution proposes that the commission take effective steps against the hazards of violations and evasions by inspections and other means. It also suggests that the commission shall submit its reports and recommendations to the Security Council, which shall make it public unless the Security Council, in the interests of peace and security, otherwise directs. The resolution proposes that Britain, Russia, France, America, China, and Canada form an atomic control commission as envisaged and agreed at the Moscow conference. The Governments concerned have agreed to sponsor the resolution, except Russia. Wireless communication to Moscow on Friday night precluded obtaining’s Russia’s formal consent. The United Kingdom put forward Russia’s support under the assumption that formal consent will soon be forthcoming.
