SIGNING EY FRANCE REPLY TO REQUEST DELAYED i (Rec. 12.30 p.m.) PARIS, Dec. 26. The French Government will not be able to reply to a request) from the Foreign Ministers’ Conference in Moscow to sign the agreement regarding the procedure for the preparation of peace treaties with former enemy countries until December 28, says ‘ The Times ’ Paris correspondent .The Foreign Minister (M, Bidault) received the Moscow Note last Saturday with a request for an answer by Sunday General de. Gaulle, when informed, said he, as head of the AllParty Government, could not reply without consulting the Government. Urgent financial decisions had taken up the Government’s time over Christmas. The next French Council meeting on Friday would discuss the request from Moscow.
