TOKIO, December 26.—General MacArthur’s headquarters lias ordered the Japanese Government to distribute free of charge to the hard-pressed population 20,000 metric tons of food and 3,000,000 garments from former army stores. Headquarters also approved the Imperial Household’s contribution of 10,000,000 yen for the relief of bombing victims and destitute repatriates. The Tokio Metropolitan Police Board estimates that 40 per cent, of the city’s population is at present depending no the emergency distribution of rice through local police stations. The police also reported a sharp inincrease in the number of babies abandoned in Tokio’s streets presumably because of the parents’ inability to find food and shelter foi them.
