ATTEMPT TO ROW TO CONTINENT (Rec. 11.15 a.m.) LONDON. Dec. 21. Graham Kinross, ajed 18, who had twice previously attempted to row to the Continent, is Bported missing after the discovery if an overturned rowing boat ashore liar Dover. Kinross made earlier atimpts in November in an endeavour '•■ to see conditions on the Continent for myself." He was recently charged wih attempting to leave the United lingdom without permission, and was bound over for a year. ',
