MUST BE OPEN FOR EXAMINATION WASHINGTON, December 21. President Truman, in a statement, said it was essential for fact-finding boards in labour disputes to have the authority to examine the boolks of employers and unions. The President added that the power to subpoena books was included in the strike legislation. He had requested Congress to enact this on December 3, and pointed out that wages were paid out of earnings, and therefore the question of company earnings was relevant to the issue of wage increases. The information in company books, however, should not be made public lest the employer should be placed at a disadvantage respecting competitors.
