HUGH IN NEGOTIATIONS (Rec. 8 a.m.) NEW YORK, Oct. 18. The boxer, Billy Conn, refused to sign a contract for a bout with Joe Louis in June, objecting to a clause stipulating that Conn could not engage in the “ tune-up ” contests or exhibitions without the permission of the promoter. Conn’s manager said he wanted Conn to have three preliminary fights.
