. ~~<> . RUSSIA INSISTING ON ALLIED COUNCIL AMERICA STANDS BY ADVISORY COMMISSION (Rec. 11.5 a.m.) WASHINGTON, October 17. Mr Byrnes told the Press that Russia was insisting on an Allied! control council for Japan, but he still hoped the Soviet would join the Ameri-can-sponsored Far Advisory Commission. The Associated Press says Mr Byrnes strongy implied that, because the United States would not accept the control Council plan, Russia might refuse to send a representative to the commission.
