. UNITED NATIONS CHARTER' LONDON, Aug. 16. The Turkish National Assembly has ratified the United Nations Charter, says Renter's Istanbul correspondent. Ratification strengthens Turkey's international position, although it cannot be finally consolidated until satisfactory relations with Russia are restored. .President Truman's statement on joint control of the Dardanelles has overshadowed the news of ratification in Turkey. This has restorer] confidence previously shaken -by the omission of the straits in the Pootsdam declaration. It is assumed that President Truman's proposals exclude any question of establishing either Soviet or international bases in the straits.
