APPEAL TO MACARTHUR ; " RUSSIANS CONTINUING OFFENSIVE " (Rec. 8 a.m.) NEW YORK, August 17. The Federal Communications Commission picked up a Tokio broadcast to Manila urgently requesting General MacArthur to " take proper steps to bring about immediate cessation of the Soviet offensive." It added that the forces in Manchuria were meeting great difficulties in obeying the orders to cease hostilities because the Russians were still carrying on their offensive.'
