GERMAN PRISONERS
70 BE USED AS LABOURERS PARIS, April 16. Beginning next year,- large numbers of German prisoners will be used as labourers as part of a plan to reconstruct the devastated areas in France. This was announced by the Minister of Reconstruction, M. Raoul Dautry. " The entire country has been exhausted by the war and it will take 50 years to return to the prosperity of 1939. France can revive only by making a gigantic, an almost inconceivable, effort." All the homeless would be housed by next winter. The ooal situation was steadily improving.
