PREPARATIONS FOR CONFERENCE FORMATION OF PROvTsiOHAL GOVERNMENT LONDON, March 5. , Preparations for a conference of Polish leaders on the formation of a provisional Government of national unity have been speeded up because of last week's debate in the House of Commons. The Allied Commission in Moscow, comprised of M. Molotov, Sir Archibald Clark Kerr (British Ambassador), and Mr W. A. Harriman (American Ambassador), is reported to have agreed to the list of Poles to be " invited to the conference^ In the meantime the Polish Government in London is publishing messages said to have been received from Poland reporting mass arrests and deportations as well as Russian misconduct in Poland.

A special correspondent of the ' Observer ' comments: " Most of these allegations can undoubtedly be discounted. They are disbelieved by many Poles who saw the Russian occupation. Deportations are taking place and are almost certain to continue as long as the conflict between the Lublin Administration and its opponents lasj;s."
