(Rec. 8 a.m.) CHUNGKING, Nov. 3. The Chinese Minister of Foreign Affairs (Mr T. V. Soong) said that General Stilwell's recall was entirely a question of personality. He predicted that future relations with the United States would be more understanding and more fruitful.
Chungking observers regard the announcement that Mr Nelson is to return as injecting a hopeful element into SinoAmerican relations.
