This conference has given the 1.L.0. many additional functions which it cannot carry out with the present staff. " There seems to be only one solution member Governments should agree to second to the T.L.O. for two or three years certain selected officials who for that period would work as permanent members of the office. Such u scheme would have the additional advantage of keeping the 1.L.0. in touch with Governments."
