INSTRUCTION TO SWEDES LONDON, July 16. Instructions to the Swedish people what to do iu the event of invasion wore broadcast over the Swedish radio last nigjit by _ a Government official, who said civilians should report as fighting volunteers at the nearest military units. Civilians could also form partisan groups. "The population in a locality not occupied by tho enemy can on their own initiative take up arms and fight the enemy, even if the population has not had time to organise a partisan corps."
