WHY SHELTERS WERE LOCKED
SCANDALOUS MISUSE BY CITIZENS (Rec. 11.55 a.m.) LONDON, Jan. 21. Mr Davison, in the House of Commons, asked Mr Morrison if he was aware that many people were unable <j to get into the shelters during yesterday's air raid on London because they were locked. He asked the 7 Minister if he would give instructions that the. shelters must always be available, especially for protection from splinters from our own shells. Mr Morrison said the maintenance _of the shelters was a matter for the Minister of Health, who was in a great dilemma because of the scandalous misuse of, and damage to, shelters by citizens. Wardens were instructed to open the shelters when the warning sounded, but , often there , was little time between the sirens and the bombs.
