RUSSIAN DECORATIONS AWARDED (British Official ’Wireless.) RUGBY, September 9. The Soviet Press carries on the front pages a Government decree decorating 12 officers and men of the'British Navy and mercantile marine for gallantry displayed in bringing anils from England to Russia.
