“ Interested.”—Tobacco and cigarettes included in parcels to the troops in the Middle East are subject to duty if sent by private individuals. Only the Patriotic Councils are exempt from tobacco tax, which is the reason why tobacco and cigarettes are sent by these bodies. Private persons are still strongly advised not to include such items in parcels sent by themselves.
