NEW ENGINEER-!N*GHiEF [Pek United Press Association.] WELLINGTON, February 22. The Minister of Public Works, the Hon H T. Armstrong, announced the appointment of Mr W. L. Newnham as Eimineer-in-Chief and Under-Secretary of the department on the retirement of Mr Wood at the end of the month. Air Newnham joined the Public Service •in 1906, and has been assistant omdneor-in-chief and deputy-head of the department since last November.
