The Navy Spokesman declared that Russia was taking advantage of Japan’s preoccupation in China and endeavouring to nullify Japanese treaty rights in refcpect to the northern fisheries, oil, and coal concessions in North Sakhalin, by means of unreasonable restrictions and inhuman oppression, including interference with food necessary for labourers. The Spokesman added that publicopinion was rising against Russia, and the Japanese navy was watching the situation with grave concern.
