He added that tranquility and order were impossible when the sons of the same country were divided by ardent political and other differences, and so many lack work and sufficient. sustenance that this makes them an easy prey to subversive doctrines.
Real peace was impossible while there was lacking among the nations the mutual understanding which alone encourages people to follow the lighted path of civilised progress. The world was agitated' by an atmosphere of anxiety, creating the fear of worse days. Religion was the remedy for the world’s ills. While there could not be peace without order, there could not be order without justice. This demanded obedience to legitimate authority, and respect of human liberty and dignity. He insisted that wealth should be equitably distributed. Justice required that the Church’s saving work should not be obstructed, because tho Church remained the mistress of truth and the spring of spiritual life. The Pope concluded with an appeal to individuals, peoples, and governments for peace, justice, and charity.
