CONFEERNCE IN PEIPING DIFFICULTY IN FINDING CHINESE LEADER (Independent Cable Service.) Press Association—By Telegrapn—Copyright PEIPING,,January 25. A three-day conference of six representatives from the Peiping and Nanking Puppet Government, with 20 Japanese observers, adjourned yesterday. It failed to establish a united Japanesecontrolled administration. The greatest difficulty lies in finding a Chinese leader of sufficiently high standing and willing to ,be head of the Government. The conference, however, agreed to increase cotton and coal production in North China to meet Japan’s needs.
