Coppel, for the Civil Avia* tion Board, said that the delay in purchasing plane test beacons was the responsibility of the Federal Government. There had been no delay in the manufacture of beacons, and the installation had not been hindered except for tho provision of a building, which was tho responsibility of the Department of the Interior.
