AMERICAN ENCOURAGEMENT TO FARMERS.—A plan recently put into operation in the United States will enable tenant farmers to buy the land they cultivate by moans of a special loan. A bank supervisor is here handing the endorsement to the first farmer to receive his property under the scheme.
