(Received June 21, at 12.40 p.m.) Stressing that all the fighting services require oil, for which there is no alternative, a Labour Party report urges the Government to establish 12 plants in distressed areas for the production of oil from coal. It insists that production should be fostered in peace time to ensure a source in the event ef emergency. v
