QUEST FOR PEACE IK FAR EAST ATTEMPT TO SECURE JAPAN'S COLLABORATION M. LITVINOFF CALLS FOR COURAGEOUS ACTION Press Association—By Telegraph—Copyright LONDON, November 4. The Brussels Conference will meet privately on November 4, when it is believed that a final attempt to secure Japanese collaboration will be made. Japanese quarters declare that they had received fresh instructions to reject any further overtures. Dr Wellington Koo said he regretted that Japan had refused to join the discussion. If Japan had a case and a clear conscience she need have had no apprehension about receiving a just hearing. M. Litvinoff appealed for courageous action, drawing attention to dangerous ruts and pitfalls in the path of an international conference. He said they must aim, not only at establishing a just peace in the Far East, but must bind the hands of aggressors for the future of the wnole world. THE FIRST HOVE LONDON, November 4. (Received November 5, at 10 a.m.) The Nine-Power Conference approved of a sub-committeo offering to mediate in the Sino-Japaneso dispute. JAPAN TO BE ASKED REQUIREMENTS BRUSSELS, November 4. (Received November 5, at 10.5 a.m.) A private meetiug of the eight Powers in M. Spaak’s room agreed to appoint a small committee to make contact with Japan and. ask her frankly to state her requirements. It was also decided again to invite Germany to the conference. FRESH INVITATION TO JAPAN BRUSSELS, November 4. (Received November 5, at 8 a.m.) An informal meeting of the signatories of the Washington Treaty, without China, but including Russia, is being held to discuss the question of a fresh invitation to Japan to join in the deliberations. M. Litvinoff lunched with Mr Norman Davis and M. Spaak is entertaining all delegations at dinner to-night.
