(Received August 9, at 11.30 a.m.) The ‘ New York Times ’ states that a Russian commission is seeking to arrange the construction of battleships in the United States to overcome official objections, and is negotiating for a 35,000-ton ship armed with nine 16in guns as a preliminary to purchasing three similar vessels at a cost of from 100,000,000 dollars to 200,000,000 dollars. The commission ■is studying American methods of manufacturing guns and armour plate, and has invited American technicians to assist in establishing plants in Russia.
