The Government has issued a Note replying to the British, French, Italian, and Gorman request for an assurance that foreign warships would bo respected. The Note expresses surprise that the request, which Britain forwarded, was presented not in the name of the Nonintervention Committee, but by four members of it. It declares that the Spanish Government, while disposed to examine the proposals to avoid a recurrence of incidents, cannot proceed with their examination unless they are accompanied by proposals designed to guarantee the safety of Spanish merchantmen, ports, and towns against Italian and German warships, and to prevent their collaboration with the insurgents. The Note suggests that the Nonintervention Committee should add such proposals to those already submitted. It also proposes that neutral observers should be aboard the control vessels, while the big warships should bo replaced by armed trawlers, thus reducing the risk of incidents.
