POSITION IN AMERICA TREASURY CONTEMPLATING LEGISLATION. Press Association—By Telegraph—Copyrighi NEW YORK, June 27. (Received June 28, at 8 a.m.) The Washington correspondent of the New York ‘ Times.’ states that the Treasury is considering legislation which will block some forms of tax evasion and likewise discourage the flow of unwanted _ gold to the United States. It is believed that the Congressional tax evasion hearings will result in increased - withholding of taxes on the earnings of foreign capital, plus rigider collection. This is expected to discourage foreign speculation and investment here, which the Treasury believes is the chief factor in the heavy inflow of gold It is believed, however, in view of the State Department’s present reciprocal policy that an increase in taxes is certain to result in a_ similar increase abroad against United States investments and earnings.
