Officials regard the discussion on war debts in the British House of Commons as confirming their view that the question has not been closed. They believe that 'the issue will eventually arise for treatment, but they are not prepared to predict when. They denied emphatically that there had been any move, either formal or informal, smcq the British Note in December last. ■
