(Received April 24, at 12.45 p.m.) The ‘ Daily Telegraph’s ’ Berlin correspondent says the first stages of the German experiment in self-sufficiency have caused a shortage of numerous essential articles and the employment of inferior material, for (which an increased price is usually demanded. The authorities, declaring that the difficulties are transitory, have, commandeered large quantities of barley from breweries, which it is feared will affect the quality and quantity of Munich beer. They have also ordered breweries to replace 50 per cent, of motor transport with horses, owing to the shortage of motor tyres, although thereby another difficulty will be created, as fodder is lacking. Even amateur poultrykeepers are kiLing their fowls, as food is unobtainable. The cotton shortage has produced a decree ordering its replace a.ent by synthetic wool made of cellulose, which if not previously laundered and worn nest to the skin causes a rash. It also requires care in washing, as it rips when wet.
