(Received February 20, at 12.30 p.m.)i Herbert Williams, moving an amend* ment to the Parliament Act to obviate delay in the enactment of certain measures rejected by the House of Lords, declared that the Lords were in too strong a position. In view of this he proposed that Bills which the House of Lords rejected should be referred to local authorities who are a representative section of the people. 11 they approved, the Bills should be submitted for Royal assent without delay.
