TO-MOtROW'S MEETING EXPECTED TO BE MERELY FORMAL Press Association—By Telegraph—Copyright GENEVA, December 8. (Received December 9, at 1.5 p.m.) Besides Mr Eden, neither M. Delbos nor M. Litvinoff will attend the Council on Thursday. Turkey, Poland, and Latvia will be represented only by their permanent delegates, Italy and Ecuadr will not be represented. The proceedings, therefore, are likely to be merely formal. It is expected that a committee will be appointed to examine the juridical aspect of Spain’s appeal and report to the council at the January meeting.
