The new Constitution was agreed to unanimously, after amendments were adopted, including- land given to the peasantry free, and the authorisation of the executive to declare war not only in the case of attack on the Soviet, but in the event of the necessity to fulfil international obligations arising from mutual‘assistance pacts.
