ZANZIBAR RIOTING
COMMISSION OF INQUIRY ADMINISTRATION'S METHODS CRITICISED Press Association—By Telegraph—Copyright NAIROBI, May 19. (Received May 20, at 11.55 a.m.) The commission inquiring into the rioting at Zanzibar on February 8 announces that it is unable to exonerate the Administration and the Agricultural Department owing to the methods of applying the law relating to the examination of export copra. The commission maintains that inadequate steps were taken to acquaint wild mischief-making Arabs of the intentions of the law, and also that there was failure to instruct them on the methods of improving copra. It considers the police firing on the mob justifiable, averting a possible massacre. The commission advises the Government to watch closely and avoid similar outbreaks.
