A RUSH FROM CANADA OFFICIALS PUZZLED [From Our Parliament art Reporter.] WELLINGTON, May 1. A reported rush to ship motor cars from Canada to New Zealand as early as possible is puzzling officials who would usually be able to explain the reasons. There cannot, it Is stated, be any tariff threat to account for this activity,'as the situation is largely governed by the Ottawa Agreement, which docs not expire 'until towards the end of next year. However, the exporting interests of Canada mav have become concerned regarding the possible results to their special business of the Government’s active interest in the development of factory industries in the Dominion,
