The French Chamber of Deputies ratification of the Soviet Pact has roused a storm in Berlin.

“ A flagrant breach of the Treaty of Locarno,” declared the German Government’s official spokesman. The ‘ Volkischer Beobachtcr ’ declares that Locarno’s essential guarantees are being set aside.
