The proposals of the Committee of the Academy of German Laws for divorce reform include empowering the courts to order divorce on the application of the public prosecutor, apparently irrespective of whether it is desired by either parly. Such divorces should be given only where marital relationships are shattered, but, according to the Nazi theory, they may be regarded as shattered if, despite friendly relations between man and wife, the marriage lacks moral value, and embraces criminality, immorality, or Communism,
